Well, Forbidden Planet are selling Konoha head bands right now at £15 each.
You should get a hold of some crepe bandage for your leg and an orange worksuit like they wear on builders yards would be a good thing to start with.
-I've never cosplayed Naruto, but I did meet a really good Naruto cosplayer at a re:con in the summer- Buy yellow spray on dye for your hair, it will mean you have more control over how the hair is styled than if you were to buy a wig.
Oh! And shoes...http://www.wonderhowto.com/how-to/video/how-to-make-naruto-shoes-for-cosplay-214813/
They don't cost that much to make!
Hope that helps!!

How bad is your eye sight?
How come you can't wear contacts??
(I hate having to wear my glasses, ♥ teh contacts)
If your eyes are okay-ish, just don't wear them.
If you REALLY need to wear them, just say that Naruto got into a fight and his eyes got a little damaged!
Twist limitations to fit the character, kinda like how you do in fanfiction ^_^

Yeah I have the glasses problem too,
My eyesight is Reeeeeeeeaaally bad,
and though I do occasionally wear contacts,
For the last cosplay I wore anywhere (Hinata from Naruto)
I didn't have any and I just ended up going without my glasses and having a friend lead me about everywhere.
XD

I cosplayed as an emo deidara for alcon, and made my own kunais. There pretty easy and cheap to make if you dont wanna fork out loads on em.

Just a pencil, glue gun and some paper and a there you go a make shift kunia~
And for the naruto shoes,i just bought a pair of ugg boot type thingys and cut off the toes lul~
It worked really well 8D
Or make em outta sandals .3.
